Rights Orchestration
Right to Delete identifies every segment a person (matched on email, mobile advertiser ID, or phone) is in, and removes them from all of them except the Ketch opt-out segment.
Sweep a deletion request across every TikTok segment a person is in, while preserving the one segment recording that they opted out.
TikTok Ads targets viewers through segments built from identifiers like email, mobile advertiser IDs, and phone numbers, matched against demographics, interests, and behaviors. A deletion request against a platform built around segments needs to reach every one of them, and a consent opt-out needs a list that's both accurate and actually excluded from targeting once it's usable.
Ketch connects to TikTok Ads to handle both.
Capabilities
The Ketch TikTok Ads integration covers Rights Orchestration (Right to Delete) and Consent Orchestration.TikTok has its own matching threshold: the opt-out segment becomes available for ad-group targeting only once it reaches 1,000 users. Below that, the segment exists on the back end but isn't yet usable in campaigns, and once it clears the threshold, it needs to be actively added to ad groups to have any effect.Eight identifier types are supported for matching: email (raw or SHA256), phone number (raw or SHA256), Apple IDFA (raw or SHA256), and Google GAID (raw or SHA256).
Right to Delete identifies every segment a person (matched on email, mobile advertiser ID, or phone) is in, and removes them from all of them except the Ketch opt-out segment.
Creates a dedicated opt-out audience segment on installation; opting out of behavioral advertising adds a person to it, opting back in removes them.

The gap
TikTok's segment-based targeting model creates the same core tension seen across other ad platforms, deletion versus opt-out preservation, plus a real matching-threshold gap:
Why Ketch
Permissioning infrastructure that governs TikTok Ads the same way it governs every other system in your stack — not a one-off connector bolted onto a banner.
The Ketch-managed opt-out segment is explicitly excluded from deletion sweeps.
Email, phone, IDFA, and GAID, in raw and hashed form, are all supported without separate setup per format.
The California Privacy Protection Agency fined Honda $632,000 over improperly configured data sharing with ad-tech partners, a reminder that segment-based ad targeting carries real exposure when opt-out signals aren't reliably preserved and enforced.
